Upside Down Vegetable Planter

I was recently given an upside down vegetable planter, but no instructions came with it. It is soft plastic, about 100 cm deep and has 15 small cicular holes (about 2-3 cm diameter) on each side. If I fill the planter with potting soil and fertilizer, can I plant vegetable seeds near each hole, or must I plant seedlings with roots in the soil and foliage protruding through the holes?

The foliage will protrude through the hole.
