Upside Down Vegetable Garden

Question

I received an upside down vegetable garden for growing tomatoes. In our area, it has rained for 5 days straight, and it killed all my tomato plants. I am growing strawberries on top. Any suggestions as to how I can replant tomatoes, or is it over for me?
