Bulbs in water are like an engine running on empty. They have expended all their energy sending up leaves and then blooms. You can try planting them ASAP if the foliage is intact and green; however, they may not come back next year. Your bulbs may not be hardy in your zone; varieties differ in hardiness. In warmer climates, they may not receive the necessary chill period to trigger growth and bloom. Some hybrid tulips are not reliable repeaters and are grown as annuals. And, of course, there may not be enough time this spring to re-nourish the bulb. If you have a full sun spot in your garden, it is worth a try. The following link goes to many articles on the different types of tulips and how to care for tulips. Perhaps you will recognize the type you have and be able to research their ability to grow perennially in your area. https://www.gardeningknowhow.com/ornamental/bulbs/tulips [1]
