I received a small packet of tulip seeds, are they supposed to be so small and how long will they take to grow

Yes, they are generally pretty small! These will need a cold stratification for at least 3 weeks, but I recommend a good month. Place them in slightly moist soil in the refrigerator in a bag, or outside for this time period to cold stratify. After this time, you can put this soil into a flat to germinate, then transplant them out.
