Tulip Bulbs Sprouting Already

Last spring I received a spring bulb gift basket by Jackson and Perkins that had tulips, crocuses and hyacinths in it. After the leaves died back, I removed the bulbs from the dirt and let them stay outside in a dry place all summer I live in the San Francisco area, so I usually put tulip bulbs in the refrigerator for six weeks before planting. I went to get the bulbs to put in the refrigerator and see that they are putting out leaf shoots already. They have had low light, so they are green. Should I still put them in the refrigerator, or put them in the ground now? The crocuses are sprouting as well, but I don’t think they need to be refrigerated.
