Tulip bulbs

Do I have to dig up tulip bulbs after they flower in the spring? Is it true that I should cut the flower to help create a stronger bulb?

This only depends on your USDA zone. They can survive most places in the US without digging them up. I would also leave the flower until after it is done and wilted. This will help to not disrupt its natural cycle.
