Tulip Bulb Care

I have a small garden, with 1/3 taken up with wondrous blooming tulips in the spring. By mid/late May, however, the flowering plants have finished their blooming. But the leaves remain, of course. I want to use the space for other summer blooming plants. So my question: Can I uproot the bulbs now, while the leaves are still green? Do I have wait until the greens turn brown (my Dutch father’s method)? And, if I do not harm the bulbs by uprooting them now, what is the best way to care for them during the fall and winter?
