Trumpet Vine

Question

My neighbors have a trumpet vine growing in their hedge that borders my property. The trumpet vine has grown through my sidewalk, driveway, into my dining room (through the basement wall) and I keep pulling it up in my planting area next to the hedge. What can I do to get rid of it? I have to patrol the area every week and spray and dig up the new shoots! HELP!
