Trumpet Vine

My vine is going into its 4th year. I cut the vine to the ground in the spring. I was jystcabout to cut it back but it already has numerous green shutes coming out all the way from the ground to the top of the deck. It has not flowered yet so I was hoping that being in the middle of the 3-5 year period that this would be the year. Do I still cut it back, cut it down partially or just leave it?

If you do not see signs of flowering, yet then that should be fine!
