Can my husband trim the little branches that come up from the base of our crapes now without hurting the tree?

I would not prune this late in the year, as you will lose blooms if you do. That being said, if you do not mind sacrificing the blossoms, pruning now will not harm the tree. The following article should be of some help to you: https://www.gardeningknowhow.com/ornamental/trees/crepe-myrtle/best-crepe-myrtle-pruning-time-when-to-prune-crepe-myrtle.htm
