I have a tree where at the base of the tree on the ground around it, branches are growing from ground. Is there any way to get rid of them besides always cutting them? Thanks

No, you will need to continue to cut the shoots that are growing.

I'm not sure what type of tree that you have, but it likely could be a grafted tree.
The root stock can often times send up shoots, and left to grow they can drain the tree of energy and take over the grafted tree.
