I have had tree lilies planted for several years. This year, some have a second stalk coming up. Should I cut these off to make the plant stronger or let them grow?

I would leave them. You can cut the stalks once they begin dying back on their own. Of course, it will not hurt the plants if you decide to go ahead and remove them.
