Tree Fern Disease

Trunk of our Tasmanian Tree Fern has a lime green coating and is not sending out new fronds. What is it, and remedies?

Tasmanian tree ferns are generally quite hardy as long as they are in Zone 9-11; I would suggest taking a scraping from the trunk to your local extension service.
