Will a young maple that has been damaged by voles regenerate new bark? What can be done to help the tree heal?

As long as the tree has not been girdled (bark loss all the way around the trunk) it can recover. It is best to leave the tree as is and let it heal on its own. Here is more information: https://www.gardeningknowhow.com/ornamental/trees/tgen/repairing-tree-bark-damage.htm [1]
