I used bleach/water for a fungus on our red tips last year and I forgot the measurements, can you help?? Also my Carolina jasmine are all drying up so I cut it way back. do I treat it?? Thank you!

It is likely the same, or a similar fungus. I would recommend, either, peroxide or wettable sulfur to treat fungal infections. These will carry much less of a risk of harming your plants or soil.
