transplanting hibiscus bulb

I live in Zone 3 where winter temp is below 20 degrees. I want to trans plant Hibiscus bulb (which is now dormant) to a more sunny area. when is the best time to transplant the bulb? Should I transplant in March before any growth appears or wait until growth appears?

There must be some labeling mistake on the package. Hibiscus do not grow from bulb. Could you take a picture and post it? I’d like to help, but I’m not certain how to just yet.
