Transplanting and purchase bulbs

I read somewhere on your site that to transplant my Asiatic Lilies and Tiger lilies should be done in lat fall, around the end of Sept. or Oct. ~ I am in Zone 7, New York.
Also, I want to purchase some bulbs next month. Will they “stay fresh” until I plant them in late fall. How fresh will they remain? If you can, please advise what other flowers I can plant at that time. I only want to plant PERENNIALS. I am not that much into annuals.
