Transplanting a Rose Bush

It is the last of May and I live in Gering, NE. We now think we live in Seattle with above normal rainfall. If my rose has some leaves starting, would it be alright to transplant due to the cool weather and rain? Thank you.

When it is more overcast is a great time to transplant rosebushes! It gives them a chance to get their root system going before the heat makes big demands on the root system to keep the upper parts of the bush hydrated.
