I see you are in Colorado. The best time then is early spring before the plant has leafed out. It is too late to move it this fall but transplanting in Sept. is another option. The nice part of moving in spring is doing annual pruning prior to the move; handling the rose is easier after pruning and there is less chance of damaging canes.
