Trailing petunias

I have planted 7 hanging baskets all with petunias from the same batches. 6 have flowered beautifully but the remaining one, although very healthy, has not flowered at all. I have moved it where it will get maximum sunshine and feed all once a week-but so far nothing. Where have I gone wrong please and is there anything I can do to promote flowering in the remaining basket? Thank you,
