Either a lack of water or a lack of pollination is the culprit. Increase water and these articles will help you with the pollination: https://www.gardeningknowhow.com/edible/vegetables/tomato/pollinate-tomatoes.htm, https://www.gardeningknowhow.com/garden-how-to/beneficial/insect-pollination-process.htm, https://www.gardeningknowhow.com/garden-how-to/beneficial/creating-a-pollinator-garden.htm
