Q.tomato plants

Why are our tomato plants all stem (long) and very little leaf. What are they lacking?

Tomatoes need loads of sun and heat; are they getting enough? Are they in the ground or outside in a container? They won't grow inside from what I've heard. Have leaves formed then fallen off or is something eating them, like a hornworm? Most tomatoes are ridiculously leafy so this has me mystified too.
