Why do we have to germinate tomato seed in a small pot first and then put it in the ground can we put the seed in the ground to start with.

Yes, you can. People start tomatoes inside to get a jump on the season, since tomatoes are warm season vegetables. They don't perform well till the ground has warmed up.
