I bought a 2 foot tomato plant with lots of small green tomatoes already growing on it but 3 weeks later absolutely no growth. I’ve watered it once a day, not too much, twice a week given it tomato plant food, it’s in a sunny sunroom so I’m puzzled at the fact that it’s not maturing? Any ideas please?

If you are watering every day, it is probably overwatered. The plant should, only, be watered when the soil is completely dry down to about 2 inches. No more, or no less. Saturated roots that do not have time to dry out will stunt the plant.
