what is the yellow stuff growing in the soil around the base of a tomato plant, I scraped it off and grew back– what should I do– thank you

Sounds like you have slime mold in your garden, and that will definitely be the case if you've used mulch or grass clippings to help with weed control. There are multiple types, some are powdery, others are wet. If the yellow stuff looks similar to the photo in this article, that's definitely what it is:
