Q.tiny white balls on rosemary bushes

How to get rid of tiny white balls (looks like minature cotton balls) on my rosemary bushes. When cut open, there is a tiny bug!

It sounds like you have either mealybugs or possibly scales, which are closely related to mealybugs. These insects form a cottony mass on the lower sides of branches.
