Tiny Black Things On The Back Of Fruit Tree Leaves

I found many tiny black things stuck on the back of fruit tree leaves, including pear, cherry, plum, etc. Could you please tell me what they are, pest eggs? fungal diseases? and what I can do to get rid of them because they have caused serious damage to the leaves.

That appears to be a black aphid and its eggs! This can be an issue. Neem oil is a good way to fix this issue, but there are other ways, too.
