Thin White Wire-like Worms

I have found several plants affected with a thin wire-like worm in my garden. They appear to be waving in the air after a rain. I would like to know what pest this is. I thought it was a wireworm but does not look like the ones in the photos I have seen. How do I treat this?

These could be anything from grubs to whitefly larvae, or even garden symphylans (which is generally more common).
