Thin White Wire-like Worms

I have found several plants affected with a thin wire-like worm in my garden. They appear to be waving in the air after a rain. I would like to know what pest this is. I thought it was a wireworm but does not look like the ones in the photos I have seen. How do I treat this?

These could be anything from grubs to whitefly larvae, or even garden symphylans (which is generally more common). This article will help determine if these worms are the ones in question: [1]
