nd only to one bush, none of my others. I have the rose in a large very tall pot, I have others planted in the same way but it is only this rose which is affected. The buds form but dont grow and the surrounding leaves look like they are eaten as you will see from photo. It isnt greenfly and I see no other insects. I am based in south UK.
