You, or someone else, can protect the desirable plants around the sumac with cardboard while spraying a product containing glyphosate. Or, the person can "paint" the herbicide onto the sumac with a paintbrush. It is time consuming so hopefully there isn't a lot of it. Another option is hiring someone to dig it up who isn't so allergic. He or she would still need to wear gloves, long pants, a mask, and long-sleeved shirt. Here is more:
