Q.There Are Black Spots On Back Of Hibiscus Plant Leaf Where Leaf Meets Stem. What Are They?

Tiny black spots where lead meets the stem and on all leaves and in 2 pots of red hibiscus plant that are next to each other.

It could be some sooty mold starting. If you look along the stems in the last photo, you see a pest, or pest residue, probably aphids. Sometimes immature scale can look like aphids. They leave behind a sticky honeydew that invites sooty mold. Here is how to eradicate them:
