The small, grey, round bugs that seem to be eating the roots of everything?

We had a load of dirt brought in 2 years ago and all our flowers and bushes look terrible. Leave are full of holes, brown, and dropping off and flowers are small, brown and wilted looking. There are so many of these small, grey, somewhat round, buys that you cannot see the legs of, all over our yard. What are they and how can I get rid of them?
