Q.The Plant Stopped Growing What I Can Do

Good day This tree started to have yellow spots and stopped growing and the leaves fell. I did cut the bottom of the branches one of them did grow back but the other did not. What is it i can do for the plant to grow back

Unfortunately, the branch that was cut will not grow back. That new branch will take over as the main branch now. As far as what made it do that in the first place- That is hard to say since I cannot see the damage to the old branch. Before doing anything, I would suggest testing the pH, nutrient levels, and soil moisture. This will give you an idea of where to start. If everything checks out, then you can start to look at disease.

One thing to note. If this has been repotted recently, then this could be the cause. Dracaena like to be potbound and will not tolerate staging up to a container that is too much larger than the original. It leaves soil too wet where there is uncolonized soil, which will almost always lead to what you are seeing. Be sure to let it dry out some between waterings. I'd say at least halfway down into the container.
