The leaves on all our pepper plants are turning brown on the edges and curling. I need to know if this is a watering problem (too much, too little) or bugs or what. We’ve tried insescticidal soap, changing watering methods and frequency, but nothing is helping.

This is typically caused by a watering issue, but it could be either too much or too little. They look the same in how they affect the plant.

As long as you are not seeing standing water, it is likely not too much. So, I would try watering for longer periods of time. After you water, dig a little way into the soil and see if the water is actually penetrating and how far it is getting down. Some types of soil, like clay, can be resistant to water penetration and this can be made worse if the soil has completely dried out. If the water is not penetrating, you may need to really soak the area to rehydrate so that normal watering can resume.
