The Lawn Maintenance At Our Building Pruned The Hibiscus Completely And Fertilized The Same Day, Is This Wise?

I live in south east Florida. Our condo is redoing the landscaping and the is a hibiscus hedge. It was trimmed back in the spring. Today it was completely cut back- no leaves left. It was then heavily fertilized. Will this destroy these plants.

The roots may have enough food to try and develop new foliage but the amount of food is limited so hopefully they will not prune it again a second time this year. I think someone needs to explain why the hedge was pruned and if that was not necessary, the information should be spread amongst all of the landscape workers to prevent doing that again next year. The plant should have consistent water and a mild fertilizer if the soil is sandy and therefore typically lacks some nutrients.
