Can these tulips be cut down after the flowers die? if so, how far down should foliage be cut? Will they need transplanting?

This is also called the Siam tulip, so that is why the article at the end calls them that. You should only cut leaves and flower stalks as they die off. Cut it as far down as you can. You may transplant when they seem to have outgrown their space. Here is an article for more information: https://www.gardeningknowhow.com/ornamental/bulbs/siam-tulip/growing-siam-tulips.htm [1]
