We want to move a piece of the Weigela shrub to another location and keep the main portion where it is. Can a branch of the shrub be put in water to root like other plants or do we need roots with it. Is this possible?
Yes, you can grow Weigela from cuttings.
Make sure you water the plant well the day before so the branches are well hydrated.
You will not be able to root in just water.

Planted in full sun, especially in the spring.
This could be due to high Nitrogen in the soil. This will cause lots of green leaves and no flowering.
You can add phosphorous to promote flowers. Bone Meal is a good way to do this.
Also proper pruning. Weigelas bloom on old wood.

I just received 2 plants My question is - these plants look like dead sticks. Are the in dorment stage?
This depends on your zone. In my zone 4 location weigelas are just leafing out now due to bad weather we've had they're a little delayed this year. Also are these plants you received potted or bareroot? If bare root pot & water them and wait & see. If potted, try snapping off some branches by bending them back toward themselves. If the branches just snap right off and are dry and brown inside, their probably dead. If the branches are flexible and do not break easily or break with fleshy green & white inside they're still alive.
I have two beautiful Wine & Roses Weigela bushes in my backyard. Until this spring they have been wonderfully full and growing healthily. This spring there is a huge amount of dead branches in the plant. After a mild winter, this is very unexpected. The only change in environment for these bushes was the additional small LED landscape lights last summer to up light the bushes. Is it possible the LED lighting killed the bushes? Yes, this seems ridiculous to me, but the dead areas are almost coinciding with the location of the lighting. The LEDs generate no heat...but ran on a 6 hour/day timer all winter (did not even melt the little bit of snow we DID get). While I am aware I can trim the bush back and reshape it, I'm concerned I have somehow damaged the plants with this small lighting. Help?
Though LED lights that run all night have been known to interrupt a plants normal growth, it's doubtful your low wattage landscape light is the cause of your plants die back.
It is more likely attributed to winter die back.
Prune back the dead parts of the plant.
