It looks like phlox, but is not blooming.
Yes, there are many, many plants that resemble phlox. Many of them don't flower, or have something that doesn't much look like a flower.

Top soil has been removed and New soil is on top. These 'weeds' keep coming through.
We have not been able to identify the plant shown.
Check with the landscaper that you purchased the top soil from.
Also, teach us how to control this weed. This is the first year we saw this weed in our front yard. They proliferate.
I believe it is either yellow nut sedge or purple nut sedge. You will have to wait to see its seed head to know for sure. Here is an article that should help:

These have suddenly appeared in numerous areas of our large garden. We have only recently moved to this address.
It may be a pokeweed. If it puts out grape like berries, that's it. The berries are poisonous to humans but birds love them. The problem is the birds drop the seeds all over the yard and you are stuck with removing them, and they don't pull up easily.

It appears to be in the allium family, possibly wild garlic or hair allium. In any case, I wouldn't keep it around. If those are seed pods, they look prolific!

It does look a lot like garden phlox. I suggest waiting for a bloom before disposing. Then you will know for sure.

like a noxious weed. This plant showed up after a cherry tree died in a pot. I can see that there are smaller plants like this plant behind in the background. It is kinda pretty, unique. Hope you can help my friend out.
It looks very much like Amaranthus palmeri or A. retroflexus, a type of pigweed.
