Laying sod takes more prep than just killing weeds. Here is a nice tutorial from This Old House. It takes place in New England where soils are acidic and lime is used to increase pH. If you are in a different region, applying lime may not be necessary and may indeed be the wrong thing to do. https://www.youtube.com/watch?v=kIFTgv4T4A8.
I see some really persistent weeds in your yard. Of particular concern is creeping charlie, aka ground ivy. It often takes more than one application of herbicide to kill it. All weed killers come with instructions on when seed or sod can be applied. Depending on which herbicide is used, it can be as long as 3-4 weeks.

The most simple solution would be to pour boiling water on them. This will kill any weed. Just avoid pouring it directly on your plants that you don't want to be harmed.

It sounds like the water is completely saturated with salt. Most should dissolve, all except what has no room to be dissolved. You can take a small taste of the water to make sure that it is, in fact, salty. Are you using regular table salt? Water can only hold so much, so what is left over will not dissolve. Alternatively, if there is way too much in there, then it will start precipitating out into a solid again.

Yes, using a vinegar solution will kill the grass. I've used vinegar and blue Dawn dish detergent and it killed the grass. It's best to use in garden beds.
