What temperatures are best for fertilizing cold weather vegetables?
If you are growing things like lettuce or herbs, top dressing with compost should suffice. Stronger, taller plants require fertilizer. The plant should be actively growing and have at least 2 sets of true leaves before fertilizer is added. The actual temperature is less important. Always water well prior to applying fertilizer to minimize the risk of root burn. We live in Ohio, and my husband applied fresh horse manure to our vegetable garden around Christmas this year. I am concerned since it has not "aged" yet. We have nothing planted currently and do not plan to plant anything until May. I was wondering your recommendations as to if is not safe to leave it on the garden until planting, or if we should try to remove it and place it in a location to compost for longer. Thank you!

can vegies that are normally grown in full sun grow and fruit successfully in the shade.
It's case by case, some veggies can do okay in partial shade, but none will thrive and flower and fruit in full shade.

No, mulch doesn't do much good in the garden. Especially treated black mulch, and also especially in the condition that you describe.
What kind of hay do I use and where can I buy it.
I depends on how you intend to use the hay, but most of the time a standard hay will be fine. Wheat straw will work as well.
Just be aware that there WILL be seeds in it and they will grow.
As far as where to get it, you can try your local Walmart, Co-Op, Lowes, Home Depot, TSC. There are too many places to list, but most large stores have it.

Unfortunately, there are many causes, and it can vary from plant to plant. Usually, if they are all experiencing this at the same time, then it can be due to there being too much nitrogen in the soil. This can be offset by adding potassium and phosphorus when it starts to flower.
Heat, and dry weather can also be the cause, but so can overly wet weather.
