    I believe it is Standing Cypress (Ipomopsis rubra), a hummingbird-attracting plant. It gets tall but stays roundish and puts out little trumpet shaped red flowers near the top. It is biennial so only puts out foliage the first year. The next year it blooms. It is native to Wisconsin as well as the eastern half of the U.S.
