I want to propagate varigated schflera cuttings in water. How is this best done?
This is quite easy, as they root pretty well. Here are some articles that will help:

My Umbrella Plant Trinette (Schefflera Arboricola) is planted outside and got some frost bite. Should I cut it back to the ground or just trim off the damaged parts?
Just trim off the damaged parts. If you anticipate more frosts, you can leave the damage till spring. That way, the extra foliage may protect more stems and leaves from damage. You also can cover it before the next bout of freezing weather.

I am not sure if I over watered this ant or what but I would like some help on how to revive this little plant it is a schefflera arboricola
Unfortunately, your photos did not come through. I am unable to see the damage to give an assessment on the situation.
In the meantime, this collection of articles will help you with quite a bit of information on the shrub:
Happy healthy plant but tall (4’) and spindly
It looks like a schefflera. They can easily be pruned by shaping the tree to your desire. You can cut off the top and start a new plant, as well as trim some off the sides. Here is more:

Is it possible to start a schefflera at home?
Yes! It is one of the easiest plants to propagate. Just make sure there is a leaf node on the stem and insert that in moist potting soil. Before long, you will have a new plant growing. Here is more:

I got this plant at my moms funeral in 2015. It was big then. It’s huge now. I don’t want to lose it but it’s too heavy
This is not recommended, but you can prune it up some!
Here is an article that will help you with its care:

Hi, I love rescuing plants. I rescued this Schefflera today. It's in a 1.72 gal pot. There were more Schefflera's in this same pot at one time, but according to saleslady they got broke off and died. Is this pot too big for this size plant? Do I need to downsize pot for now and as it gets bigger move back up in size. I know they like tight roots. I just don't want to cause it more stress. Any help you can give me will be GREATLY appreciated!!
Yes, I would downsize the pot. Although they are tough plants, the excess soil can hold too much moisture.
