How deep are the roots typically? the palm is about 10 years old and very healthy. what steps should I take to transplant it?
An established sago does not like to be moved so you must do it very carefully and at the right time. Here is how:

Is it too cold to keep on balcony it's 50
They can survive until the temperature falls a little below freezing. It is best to move them indoors before freezing temperatures arrive, though.

I have been made aware that the white ball in my sago palm is part of it's reproduction process. Now I find there are orange "cushion" looking parts beginning to show. I would like to know if that is part of the normal cycle? Since I live in Southern Calif I don't expect snow or very low temperatures. Do I need to be concerned about the plant? Should there be new growth in the spring? Thanks in advance for your time to respond.
Yes, that sounds like the normal female parts. Sago palms are slow growing but if months go by and you don't have new growth, check the articles below to see if you are meeting its cultural needs.

Moving a sago palm from house to house, want to transplant it before move....can I put it in a larger plastic pot, so it’s lighter to move..
If you want to transplant it into a plastic pot to make it lighter, I would advise making sure that the new pot is the exact size of the old one.
You wouldn't want to disturb the roots during this process, at all, so make sure to be very careful when moving the plant from one pot to the other. It will not recover from broken roots, should one of the larger roots break.
Here is an article that will help you with the transplant shock that will occur when it is moved:
The palms leaves sagged and browned. I will attach pictures. The center still looks ok.
This can be due to a sudden change in environment, paired with soil that remains wet for too long. It is common for a Sago to get sick when their surroundings change, too fast.
Acclimatization will be necessary, as will a fungicide, and proper watering. Here are some articles that will help:
