The Black Baccara rose is a beautiful hybrid tea rose. Hybrid teas typically do better in the ground but can be planted in large pots as well. I would select a large pot about 20 inches or larger in diameter and at least that deep as well. Be sure the pot has drainage holes in it or one drainage hole at least. Use some 1 1/4 inch at least gravel in the bottom of the pot, just enough to create a nice drainage plane. Be sure it is in an area where it gets a good 6 hours of sun. Keep a close eye on the soils moisture, perhaps buy a moisture meter so you can test the soils in the pot routinely to see if it needs watering or not.

Are you pruning it annually: removing old, gray canes, canes that cross/rub and canes that grow toward the middle? If you have been feeding it regularly, get a soil test to see if there is a nutrient problem. Deficiencies and toxicity can lead to lack of blooms. Getting it through your state/county extension service gives the most information. More info here: https://www.gardeningknowhow.com/ornamental/flowers/roses/no-blooms-on-roses.htm

Yes, the new growth above the canker will soon die. To prevent the canker from moving down the stem to the base, lethal to the rose, prune off all visible portions and several inches into good-looking cane and pith. Lady Banks is a climber rose that blooms once in late spring to early summer. It is said to be hardy up to zone 6 but I've read reviews that indicated zone 7 might be more accurate. If you are in zone 6, give it a good mulching after the ground freezes. This is said to be quite vigorous in the southern tier of states in US. There, it to grow at least 20 ft high and up to 40 ft wide. Prune after blooming. (It blooms on old wood) Like all roses, it needs fertilization and consistent watering.

Removing leaves was standard advice of old when black spot was a constant problem. It is no longer recommended since removal may cause slight tears where it attaches to the cane. This has the potential to let in one of the rose canker diseases. I don't think removing leaves is affecting flowers this year. Use a slow-release/long-acting fertilizer. Liquid fert with lots of nitrogen spurs green growth but this may come at the expense of flowering. Inspect the plant very carefully for mites and aphids, destroyers of buds. Is the plant in full sun or has a nearby tree started to shade it? If you don't find any pests, repost with an up-close picture.
