The Rhododendrons in our apartment complex look like the leaves have been burned. Is there a way to fix this or do we have to remove all the plants and start over?
Was this a sudden change? Do you have a lawn care company that sprayed weed and feed? Is the problem over the entire plant and has anything changed in how you care for them? Are leaves yellow or black? Have you looked carefully for bugs, tops and bottoms of leaves and stems? Leaves that have yellowed due to chemical burn can't be fixed and should be removed. Whether your rhodos have the energy to send out new leaves depends on their overall health. Please send a picture with answers to the questions I posed.
This could be due to winter injury, disease, pests and nutrition problems.

This can be due to many different things. Can you include a photo? What is your USDA zone? I will be glad to help with a little more information and a photo.

Can you send a photo of what is happening? In the meantime, this article will give you information on the care of these: https://www.gardeningknowhow.com/ornamental/shrubs/rhododendron/rhododendron-care.htm
The trumpets will not open and have now started to fall off. This bush was fine last year and had even more potential flowers this year.
The lack of leaves and flowering issues may indicate a fungal issue with your plant.
