to make it flower I have planted the creeper in a large pot, and is in a sunny ares and also gets shade in some part of the day.
The soil is, likely, too high in nitrogen. This will prevent flowering. Sometimes, it can take a year or two of growth before you see any flowering, as well.

You are on the edge of its hardiness zone, so I would cut it back and wait and see if new growth returns from the roots. It's possible only the top growth was killed in the freeze.

when I purchased it, it had many buds on it. Maali planted in a pot and slowly flowering reduced. Since last month there is no flower on it though new leaves are coming continously.
