If I take ap central 3 foot cutting. Shave of its bark around the stem. Then encircle it with 8 two foot branccehes with one side, bark removed, and align them to the 4 directions of the compass, and the other 4 at the 4: NE, SE, SW & NE coordinates. Affixed with cooking wax or elmers gku and taped and then allowed to fuse: will they make a thicker trunk/stem and grow out more tree-like?
Grafting is not generally done on Pussy Willows, as they grow very quickly from cuttings.
Your branching technique as described is interesting, though I don't feel it would work with all these branches.
Also the use of cooking wax or elmers glue would not be advisable.

We have a Weeping Pussy Willow tree that we planted about 3 years ago. This year our yard flooded from the river overflow and was under water for almost 2 weeks. The water has now receded, but all the leaves on the Pussy Willow have turned brown and shriveled up. Is my tree dead, or will it come back in the spring?
Pussy Willow is quite tolerant of wet soils, but if the roots were under water for a long period of time it can kill them from lack of oxygen. Check the branches, do the bend or snap off?
Do a scratch test on the bark.
If you have live bark and branches, it may recover.

It had catkins on it when we bought and planted it give years ago. I adore pussy willow in vases with daffodils. Not once in all these years has it produced catkins! It has hundreds of leaves and turned bushy, trailing down to the floor. It's irritating me now and I want to rush out and prune all the branches really short. But August not right time is it? What would happen if I did cut it bk now? Why has it only produced leaves? Thks

I have had a black pussy willow bush for about 4 years and have not seen one fuzzy bud flower. the branches are growing and it is getting large but no blooms! Japanese Maple seedlings do have a high mortality rate. Some will grow a few inches a year, some maybe a foot.

Catkins normally develop in early spring, followed by leaves and blooms.
Was your shrub dormant prior to now? Did you shrub have the leaves and flowers this spring?
Has the weather been cold or extremes in temperatures?
Is this a new planting? Environmental stresses can effect the growth of plants.
I would wait it out and see if the shrub corrects itself next season.

Pruning out the shrub can actually help it grow more and produce more catkin filled branches.
