Absolutely! These cuttings root very rapidly. About a decade ago, when I used to work for a larger nursery, I would go by and haphazardly collect 500 to 1000 cuttings per day, and almost every single one would root. These is a very easy plant to take cuttings from. This article will give you more information: https://www.gardeningknowhow.com/ornamental/flowers/begonia/begonia-propagation.htm

Can you include a photo? Some plants can propagate this way, but others can't, so it is important to know what plant it is. I will be glad to help if you can provide a photo.

This can be done with relative ease. Just make sure that everything that you use is sterile, and you will have no problem. Peroxide will come in handy, as will aloe juice if you have it. It makes for a good rooting hormone.

Generally, you will want to dip them as soon as possible for the best results, although, some hardweood cuttings do like to sit out for a bit. It will not hurt to dip them, either way.

Almost all, with the exception of brassicas, or lettuce like plants. They will not need soaking, and they require light directly on the seed to germinate.

I, actually, recommend placing the seeds in a slightly moist paper towel, and in a ziploc bag. Place this in a dark drawer and check once or twice per day, until you see roots. Then you can plant. This will make germination much faster.
