A neighbor gave me some stems with no roots, but just flowers. Can I plant the stems and make a plant, or do I need the roots to do this??

No, a cutting will be from an axial stem. The stem of a seedling is way too young to take a cutting, as they don't have branches to take cuttings from. Cutting the main stem of a seedling will be met with the plant's quick death.
When you take a cutting, make sure that this is from a mature specimen, or at least from one that has grown enough to recover from cutting in half. It needs to have branch or leaf nodes to replace what you have cut from the top. It is best, however, to take a cutting from a branch of an existing tree, so that you know you won't be hurting it by taking such a small amount of the tree.

I have a few bushes, one of them being a lilac, that I would like to take cuttings from and develop them into viable plants. I know this can be done but I haven't been able to find what plants it can be done with. I'd like to do with a cutting from my neighbors red maple as well. Thank you. Schefflera cuttings root VERY easily. Place them into some soil and water. They will root within 2 weeks. Hi I would like to know with a bud graft say 9 inch cut it and try to root it as a cutting, what rootstock would the cutting be on. Thanks.
It would depend on the type of tree. You have to stay within each Genus to be able to graft. Such as, apples can't graft to oranges, and so on. So, it will depend on the tree that you intend to graft.
