Is there any chemical to apply on a flower before nourishing or after nourishing the flower? I don't know how to survive plumbago flower. I am a gardener, but I really need to know how to take care of this ornamental plant. Thanks.
Can you provide more information on what is wrong with your plant? Can you verify what type of plant this is? You mentioned it was a blue begonia but it looks more like a variety of jasmine. Have you nourished your plant with fertilizer? I see you are wondering about a chemical application. Chemicals are not necessary unless there is a specific problem that warrants it (such as pests or disease), and I would need more information on what is wrong with your plants to determine if that is a good course of action.
It bloomed last year. It stayed green through the winter. I kept it covered when freezing weather was predicted. We have had a lot of rain. What should I feed it?
There are lots of reasons a plant might not bloom. You can try giving it some phosphorous heavy fertilizer or bone meal if you suspect that nutrition is the problem. This article will cover some other possibilities:

Can I successfully grow Plumbago in Phoenix, AZ?
I know the Cape plumbago (Plumbago auriculata) variety is hardy in your area. Here is general information for growing plumbago plants: https://www.gardeningknowhow.com/ornamental/shrubs/plumbago/growing-plumbago-plants.htm
I had quite the surprise this spring -- had planted blue plumbago in a large tub against a southern facing brick wall last summer. I'm in Oklahoma, Zone 7, and was advised to treat it as an annual. We had a pretty severe winter last year, so I figured it was a goner. But a few weeks ago I noticed the familiar leaves beginning to sprout and now the plant is in full bloom. I was so shocked that it survived!
Congratulations! It is always nice when the garden has successes we aren't expecting.
Thank you for sharing this.
How to Care for a Plumbago plant? Once I plant the seeds or seed, how often do I need to water it if I am trying to grow this shrub in a container indoors? Does it need a lot of sunlight? How many seeds do I need to place in the soil in order for it to grow? (city gal')
Seeds can be sown in the spring.
55 to 65 degrees germination temperatures in seedling trays with good seedling mix and cover seeds lightly.
Do not allow them to dry out.
Plants grown from seeds may not flower for the first 2 years.
Cuttings is the best way to propagate.

My 3 year old plumbago is turning brown and appears to be dying...any suggestions? This is the first time I have had a problem with it.
It could be environmental or fungal issue.
Has it been excessively damp or rainy? Or hot, dry?
If it is dry I would add some water to the shrub. Mulching can help with moisture retention. 2 to 3 inches of hardwood mulch.
If the plant is sitting in soggy soil it can lead to root rot.
You may want to treat the plant with Neem OIl. This works as both an insecticide and fungicide.
